When confidence is low, the change touches sensitive functionality, or tests can't fully validate the fix, NinjaClaw stops before making a production change and hands the incident to an engineer with full evidence, a root-cause hypothesis, and everything already attempted.
Blocked
If a proposed fix would touch a path your policy denies — auth, payments, migrations, CI config — NinjaClaw refuses outright. No branch, no commit, no pull request. The refusal is logged and explained in the audit ledger, the same as any other decision.
